On the ladder of small time units, each rung is a thousand times finer than the one above it. Milliseconds sit two rungs above nanoseconds, with microseconds in between. So going from milliseconds straight to nanoseconds is a thousand times a thousand, which is a million. To convert, you multiply by 1,000,000. One millisecond is a million nanoseconds, and the figures climb quickly from there. As with the other steps on this ladder, the relationship is exact.
Where nanoseconds matter
Nanoseconds belong to the world of hardware and the very fastest operations. They are the scale at which processors tick, at which memory is read, and at which individual machine instructions run. When people benchmark code at its lowest level, or reason about how long a single tiny operation takes, nanoseconds are the natural unit, because milliseconds and even microseconds are far too broad to show the difference. Converting a millisecond figure down to nanoseconds puts it on that same fine footing for comparison.
An example
